The Department of Special Education was the NEA department concerned with blind, deaf, “feeble-minded and backward” children, the children its papers call “unusual.” These are its proceedings at the 1903 convention in Boston, reprinted from the NEA’s Boston volume. Its president was Edward E. Allen, principal of the Pennsylvania Institution for the Instruction of the Blind. The papers include “Should the Scope of the Public School be Broadened?” and tests of hearing and eyesight in public schools.
