The American Citizens Handbook was prepared by Joy Elmer Morgan, editor of the Journal of the National Education Association, and published by the National Education Association in 1941. It is dedicated to the young men and women who come of voting age each year, and it points to Citizenship Recognition Day, the third Sunday in May, which state and national legislation set aside for their induction as new voters. It shows what the NEA chose to put in a new voter’s hands.
