The NEA authorized its Project on the Instructional Program of the Public Schools in 1959 to guide schools “in a time of rapid change.” Education in a Changing Society (1963), written by the project’s associate director, Richard I. Miller, is one of its major reports, alongside Deciding What To Teach, Planning and Organizing for Teaching and Schools for the Sixties. Its foreword sets the project in the line of the NEA’s Cardinal Principles of 1918 and the Educational Policies Commission’s statements of 1938 and 1961.
